“During my six-year tenure as Warrington Township manager, I have had the privilege of working with Carroll Engineering on a variety of projects, specifically Mr. Dick Wieland, our appointed township engineer and a consummate professional. Carroll Engineering’s diversity of talent in all engineering specialties is quite impressive and has helped me navigate some complex and high profile municipal projects. Warrington has been, and continues to be, one of the fastest growing municipalities in Bucks County, which demands engineering excellence of the highest degree to adapt to these many growth-related challenges. Carroll Engineering represents this high standard of excellence. They also have developed a very impressive, geographical information system program, Munilogic, which we use to help us improve productivity in these tough economic times. I wish Carroll Engineering a Happy 40th Anniversary and all the best for the next 40 years.”

Carroll’s Featured Municipal Engineering Projects
Township Pavement Repair Projects
Client: West Goshen Township, Chester County, PA
Plans and specifications were prepared by CEC for the annual pavement maintenance repair and reconstruction projects for approximately five (5) miles of Township roads. Design services include the identification of areas of base failure, and recommendations to remedy those base problems. In lieu of excavating and re-constructing portions of the roadway, which can result in closure to traffic for days or even weeks, CEC often specified full depth reclamation using Portland Cement stabilization.
Channel Protection at Dapple Drive
Client: Warrington Township, Bucks County, PA
CEC was responsible for the design of a large rip-rap streambank placement project as part of a larger project involving silt removal from a regional retention basin in Warrington Township. The rip-rap area was subsequently augmented with vegetation to complete the stabilization of the bank, which provided a more natural, maintenance free appearance.
Roadway Improvement to Victory Street and Sterling Place
Client: Borough of Roselle, Borough of Roselle, NJ
When a Union County municipality needed help in receiving a Community Development Block Grant to improve its roads, they called on CEC. CEC utilized the latest technologies to survey, design and inspect roadway improvements to two Borough thoroughfares. The end result included a new road surface, improved pedestrian access, and increased quality of living for Borough residents.
