Mr. Koutsouros is a Vice President and Manager of the Planning & Site Design Department. He has been with Carroll Engineering since 2016 and has over 20 years of diverse project experience in the civil engineering field. As the Manager of the Planning & Site Design Department, he manages staff, project schedules, budgets, performs QA/QC and maintains client contact.
