Thomas A. Gockowski, P.E.
President
Mr. Gockowski joined CEC in 1987. He is the President of Carroll Engineering and Chairman of the Board of Directors. He is responsible for the day-to-day operations of the company including business development, client retention, financial adherence, and operational control of the office.
Allen B. Mason, P.E.
Executive Vice President
Mr. Mason is the Executive Vice President and Board of Directors Member. He serves as CEC’s Principal-in-Charge of the firm’s water/wastewater infrastructure engineering, municipal engineering, stormwater management and site design services. He has been with CEC since 1997.
Thomas A. Watkins, PLS
Senior Vice President
Mr. Watkins is a Senior Vice President, Manager of the Survey Department, and Board of Directors Member. He has been with Carroll Engineering Corporation since 1984. Mr. Watkins is responsible for the scheduling of field crews for boundary, topographical, and construction surveys, including all client contact, bidding and calculations.
Matthew M. Garber, MCSE
Senior Vice President
Mr. Garber is a Senior Vice President, Corporate Officer of the Hillsborough Office, and Board of Directors Member. Mr. Garber has been with Carroll Engineering since 1986. Mr. Garber is responsible for all Information Technology aspects of the company. This includes Civil Engineering, Infrastructure, Municipal Management and Geographic Information Systems.
Joel H. Ardman
Vice President
Mr. Ardman is a Vice President and Manager of the Sales and Marketing Department. He began at Carroll Engineering in 2005 as a Business Development Specialist and has more than 34 years of experience in the consulting engineering field. His responsibilities include finding new business opportunities, obtaining new clients, maintaining relationships with existing clients, and acquiring new projects.
William N. Malin, P.E.
Vice President
Mr. Malin is a Vice President and Manager of the Water & Wastewater Department. He joined Carroll Engineering in 1987 and has served in a variety of leadership roles throughout the company. Mr. Malin manages the day to day operations of the Department that provides engineering services for Municipal, Water and Sewer Authority and private clients.
Justin M. Coyle, P.E.
Vice President
Mr. Coyle is a Vice President and Manager of the Structural Department as well as a Municipal Engineer. He has been with Carroll Engineering since 2016 and has over twenty-five years of diverse project experience in the civil engineering field. As the Manager of the Structural Department, he manages staff, project schedules, budgets, performs QA/QC and maintains client contact.
