Mr. Mason leads Carroll Engineering, focusing on expanding the company’s engineering capabilities and enhancing its reputation for delivering high-quality engineering services. As President, Allen oversees the company’s strategic vision, daily operations, development of new business opportunities, and strengthening client relationships. Since joining Carroll Engineering in 1997, Allen has served in a variety of management roles. Allen’s commitment to innovation and quality drives Carroll Engineering’s continued growth and success.

As Executive Vice President and a member of the senior management team, Mr. Garber ensures the execution of Carroll Engineering’s strategic initiatives for growth and success. Matt leads the Hillsborough, NJ office and oversees the company’s Geographic Information System services and Information Technology. Since joining Carroll Engineering in 1986, Matt has served in a variety of leadership and management positions.

Mr. Malin is a Senior Vice President and part of Carroll Engineering’s senior leadership team, focusing on enhancing processes to improve day-to-day operations, and training and professional development. In addition to operations responsibilities, Bill leads the Water and Wastewater Services Department and the Grant Solutions Team. Since joining Carroll Engineering in 1987, Bill has served in a variety of leadership and management positions.

As a Vice President, Mr. Ardman leads Carroll Engineering’s Business Development efforts to expand the company’s market presence, and secure new and repeat business. Joel brings over 30 years of industry experience to build strong client relationships and drive the company’s public and private sector growth.

As a Senior Vice President, Mr. Coyle manages the Easton PA office and is the company’s Structural Engineering practice leader specializing in bridge construction and bridge rehabilitation and/or replacement projects. In addition to structural engineering, Justin serves as the Municipal Department Manager for the Easton office. With over 25 years of experience, Justin brings leadership to the company’s public sector clients in the Lehigh Valley.

Mr. Koutsouros is a Vice President and Manager of the Planning & Site Design Department. He has been with Carroll Engineering since 2016 and has over 20 years of diverse project experience in the civil engineering field.

Mr. Zanolini is a Vice President and Manager of the Survey Department. He has been with Carroll Engineering since 2003. His career at Carroll Engineering has been marked by exceptional leadership and technical expertise.

Mr. McCarey is a Vice President and Assistant Manager of the Water and Wastewater Services Department. Since joining Carroll Engineering in 2007, Mike has played a key role in managing water and wastewater projects and serving as a client representative for municipal authorities and municipalities.
