Thomas A. Gockowski, P.E., President
Mr. Gockowski is the President of Carroll Engineering Corporation and Chairman of the Board of Directors. He is responsible for the day-to-day operations of the company including business development, client retention, financial adherence, and operational control of the office. He joined CEC in 1987 and his career has spanned the full range of engineering services from planning, design, construction management, and operation of civil engineering projects. Mr. Gockowski has represented numerous municipalities and counties during his career, and has been responsible for traffic and transportation, land development, structural engineering and construction management projects. He has extensive project management experience on PennDOT, Delaware River Joint Toll Bridge Commission, Pennsylvania Turnpike Commission, PA Department of General Services and Local (County and Municipal) projects. Mr. Gockowski serves as a Board Member at the Central Bucks Chamber of Commerce, and is an appointed member of numerous UCC Building Code Appeal Boards in Bucks County.
Allen B. Mason, P.E., Executive Vice President
Mr. Mason is the Executive Vice President and Board of Directors Member. He serves as CEC’s Principal-in-Charge of the firm’s water/wastewater infrastructure engineering, municipal engineering, stormwater management and site design services. He has been with CEC since 1997, and, over his 30+ year career has served as Borough Engineer, Township Engineer and Authority Engineer for a variety of clients. His extensive project management experience encompasses all types of infrastructure and public works projects. In addition to his technical design and client representative duties, he takes a lead role relative to quality control, human resources administration, contract administration as well as the supervision of CEC’s continuing education and safety programs.
Thomas A. Watkins, PLS, Senior Vice President
Mr. Watkins is a Senior Vice President, Manager of the Survey Department, and Board of Directors Member. He has been with Carroll Engineering Corporation since 1984. Mr. Watkins is responsible for the scheduling of field crews for boundary, topographical, and construction surveys, including all client contact, bidding and calculations. Office responsibilities include calculations, final checking, legal descriptions, coordination between various departments and distributing assignments to his assistants. Mr. Watkins is directly responsible for all construction layouts of subdivisions, commercial sites and industrial facilities. Another facet of Mr. Watkins’ responsibility is the surveying and mapping of over 100 land preservation projects totaling many thousands of acres. The surveys are required prior to land acquisition into various agencies in eastern Pennsylvania as well as New Jersey.
Matthew M. Garber, MCSE, Senior Vice President
Mr. Garber is a Senior Vice President, Corporate Officer of the Hillsborough Office, and Board of Directors Member. Mr. Garber has been with Carroll Engineering since 1986. Mr. Garber is responsible for all Information Technology aspects of the company. This includes Civil Engineering, Infrastructure, Municipal Management and Geographic Information Systems. He has extensive management and technical experience in four main areas, including Geographic Information Systems, Information Technology, Computer Visualization, and Computer Drafting and Design. He is responsible for the management and quality control for all corporate projects within these areas. He is also responsible for corporate recruitment and management of the Hillsborough, NJ Office. Mr. Garber makes all decisions regarding operations, contracts, clients, and is responsible for the corporate development of the Hillsborough Office. He is also responsible for the oversight and quality control of all engineering and surveying related projects, including client relations.
Joel H. Ardman, Vice President
Mr. Ardman is a Vice President and Manager of the Sales and Marketing Department. He began at Carroll Engineering in 2005 as a Business Development Specialist and has more than 34 years of experience in the consulting engineering field. His responsibilities include bringing new business opportunities into the company, obtaining new municipal and authority clients, maintaining relationships with existing clients, as well as acquiring projects within the public and private sector. Mr. Ardman is also responsible for strategic planning and the overall marketing of the company. He oversees the sales and marketing efforts with respect to preparing and submitting proposals and qualification packages. Mr. Ardman also manages the marketing budget, company advertising, company website, corporate sponsorship events and attendance at various conferences and networking events.
John A. Swenson, P.E., Vice President
Mr. Swenson is a Vice President and an Account Manager in the Authority/Municipal Services Department. He has been with Carroll Engineering since 1987 and has experience in all aspects of civil engineering, including availability of service, design reviews, hydraulic analysis, computer modeling, infiltration and inflow investigations, Act 537 Planning, permitting, capital projects engineering design, construction administration, budget reviews, economic impact studies and fiscal analyses. He is currently an account manager for Carroll Engineering’s Authority-Municipal Department and represents Bucks County Water and Sewer Authority and Langhorne Manor Borough Sewer System. Mr. Swenson has experience in the hydrologic and hydraulic analysis of rivers and streams, including the design of culverts, bridges, dams and stormwater facilities.
Alberto Vennettilli, P.E., Vice President
Mr. Vennettilli is a Vice President and the Office Manager of the Malvern, PA and King of Prussia, PA offices, providing a local presence in Chester County and Montgomery County. He began with Carroll Engineering in 2007 and is responsible for all work performed by the PA branch offices for municipal and private clients. Along with being a licensed Professional Engineer in multiple states, Mr. Vennettilli has over 30 years of experience in the civil engineering field in both the public and private sectors. His experience includes planning, design and construction administration services on a variety of projects ranging for storm water management, roadway paving, infrastructure rehabilitation and repair, water distribution and wastewater collection and treatment, review of new land development projects, construction administration, and construction inspection services oversight. He is also responsible for client liaison, quality control, and project budgeting. Mr. Vennettilli provides municipal representation, as well as project management on large scale projects and small projects.
William N. Malin, P.E., Vice President
Mr. Malin is a Vice President and Manager of the Authority/Municipal Department. He joined Carroll Engineering in 1987 and has served in a variety of leadership roles both within the Authority/Municipal Department and its predecessor groups and departments. Mr. Malin manages the day to day operations of the Department that provides engineering services for Municipal, Water and Sewer Authority and private clients including Municipal and Municipal Authority representation. Mr. Malin also represents several Municipalities and Municipal Authorities in Southeast Pennsylvania. In addition to engineering activities, he provides operational assistance and guidance to Municipal Government and Municipal Authority Staff in areas such as infrastructure asset management; Ordinances, Resolutions, Rules and Regulations; budgeting and rates; and municipal finance.
Justin M. Coyle, P.E., Vice President
Mr. Coyle is a Vice President and Manager of the Structural Department as well as a Municipal Engineer. He has been with Carroll Engineering since 2016 and has over twenty-five years of diverse project experience in the civil engineering field. He has experience in engineering projects from conceptual design through construction closeout on highway/bridge/structural engineering and projects including prestressed concrete, reinforced concrete, steel and timber bridges and is responsible for the design, permitting and management of PennDOT/County/Local projects. As the Manager of the Structural Department, he manages staff, project schedules, budgets, performs QA/QC and maintains client contact. Mr. Coyle is a PennDOT/NJDOT certified NBIS Bridge Safety Inspector Team Leader and Project Manager. As Municipal Engineer, he is responsible for capital improvement/public infrastructure projects, construction administration and overall review and oversight of private land development and subdivision projects. Mr. Coyle serves as a Municipal Engineer for various municipalities in Northampton County.
