“Carroll Engineering Corporation has served as the appointed Authority Engineer since 1987.  We have been very pleased with the quality of work they do as well as the service they provide to the Authority.  They have been instrumental in helping the Authority oversee expansion of our water and sewer systems that have doubled in size.  We especially like their ability to provide a variety of services so we can call on them for different Authority projects.  Be it capital improvements, regulatory compliance, financial requirements or development reviews, Carroll Engineering Corporation is professional in the way they do business.

The Authority currently uses MuniLogic, Carroll’s GIS for asset document management.  The application is a benefit to both office and field personnel.”

water treatment technologies

Horsham Water and Sewer Authority is currently expanding the Park Creek Sewage Treatment Plant from its current capacity of 1.0 million gallons per day to 2.25 million gallons per day. The first phase of the expansion began operation in the fall of 2011. Phase I included a new 780,000 gallon flow equalization tank, conversion of the unused septage receiving station to a flow equalization pump station, new raw sewage force main, new parallel influent interceptor, new raw sewage pump controls, additional standby generator and major sitework. The primary site work component was a new stormwater detention base to serve the entire site. CEC is providing all planning and design for this plant expansion. Construction on the second phase of the expansion is expected to commence in the spring of 2013 and be completed in the fall of 2014.

The existing 0.9 million gallon per day (mgd) treatment plant was expanded to treat 1.6 mgd by adding a separate 0.7 mgd treatment facility. Flows are diverted from an existing interceptor by use of a new flow diversion chamber and dedicated sewage pumping station. The existing sludge dewatering facilities were replaced to accommodate solids processing from the plant expansion and two other nearby Authority facilities. CEC provided all the planning, design and inspection of this expansion.
