The Environmental department’s experience with redevelopment projects includes providing property demolitions, asbestos abatement, hazardous remediation
and UST/AST design and remediation services. Related services include environmental site assessments, wellhead protection, contaminated soil and groundwater remediation, hazardous waste management, closure plans, RCRA permits, site clean-up, wetlands
investigations and historical archeological evaluations.

Recent projects include remediation of gasoline release at service station, design and construction administration of fuel storage tank facilities and environmental investigation for various construction projects.

Fuel Tank Relocation
Client: West Goshen Township, West Goshen, Chester County, PA

CEC provided design and construction management services for a new fleet refueling facility at the Township’s primary administration and public works facility. The design was challenged by a requirement to maintain or expand existing parking space, which precluded installing an above ground fuel tank of the large capacity required to replace an existing above ground tank of inadequate size. A unique compact design was developed to minimize the tank and pump island footprint, maximize parking, and provide added room to accommodate the turning-solution required for large vehicles exiting a nearby garage. The design incorporated an underground storage tank (UST). To ease concerns related to underground leaks and surface spills, environmentally-friendly features were incorporated such as a double-walled fiberglass dual-compartment UST, state-of-the-art electronic leak detection and a surrounding trench-drain with a stormwater filtration system.

CEC provided environmental engineering and geological services related to the demolition of an abandoned municipal sewage treatment plant located on property being considered as a public park or similar beneficial use. The project represented the potential for environmental cleanup, hazardous materials abatement and special waste handling that could significantly impact the scope and cost of demolition. These included: transformers and spilled mineral oil containing PCBs, an underground fuel storage tank, aboveground and in-ground wastewater treatment tanks, drums and assorted solid wastes, water supply and test wells requiring abandonment, potentially-contaminated groundwater in flooded basements, asbestos-containing building materials, lead-based paint, former sludge beds, and potential soil and groundwater contamination associated with the above mentioned. Services included provision of a Phase I Environmental Site Assessment, preparation of an RFP and specifications for a Phase II ESA, review of Phase II findings and preparation of environmental specifications for public bidding.
