Kenneth E. Heydt, P.E., President
Mr. Heydt is the President of Carroll Engineering Corporation and Chairman of the Board of Directors. He is responsible for the day-to-day operations of the company including business development, client retention, financial adherence, and operational control of the office. He has 37 years of experience in civil and environmental engineering. His 32 years at CEC has spanned the full-range of engineering services from planning, design, construction management, and operation of civil and environmental engineering projects. Mr. Heydt has represented numerous authorities during his career, and has been responsible for projects in wastewater engineering, potable water, land development, structural engineering and stormwater management. He has gained extensive experience in business development and business and financial management. In addition to his supervisory and design responsibilities, Mr. Heydt also represents several municipal authorities within the five-county Philadelphia area. He also serves on the Bucks County Workforce Investment Board and chairs the Systems Performance/Operations Committee for the WIB along with being a member of the Bucks County Economic Development Corporation.
Thomas A. Gockowski, P.E., Executive Vice President
Mr. Gockowski began working for Carroll Engineering in 1987 and serves as an Executive Vice President and Board of Directors Member. As a corporate officer, his responsibilities include contract administration, human resource issues and insurance. He also has a corporate responsibility for Traffic and Transportation, Structural, Surveying and Construction Observation Departments. Department capabilities encompass the full spectrum of the transportation and civil engineering field including traffic impact studies, roadway/highway and traffic signal design, bridge design, parking garage design, commercial and industrial building design, and heavy civil/infrastructure design. He has extensive project management experience on PennDOT, Delaware River Joint Toll Bridge Commission, PA Department of General Services and Local (County and Municipal) projects.
Thomas A. Watkins, PLS, Senior Vice President
Mr. Watkins is a Senior Vice President, Manager of the Survey Department, and Board of Directors Member. He has been with Carroll Engineering Corporation since 1984. Mr. Watkins is responsible for the scheduling of field crews for boundary, topographical, and construction surveys, including all client contact, bidding and calculations. Office responsibilities include calculations, final checking, legal descriptions, coordination between various departments and distributing assignments to his assistants. Mr. Watkins is directly responsible for all construction layouts of subdivisions, commercial sites and industrial facilities. Another facet of Mr. Watkins’ responsibility is the surveying and mapping of over 100 land preservation projects totaling many thousands of acres. The surveys are required prior to land acquisition into various agencies in eastern Pennsylvania as well as New Jersey.
Matthew M. Garber, MCSE, Senior Vice President
Mr. Garber is a Senior Vice President, Corporate Officer of the Hillsborough Office, and Board of Directors Member. Mr. Garber has been with Carroll Engineering since 1986. Mr. Garber has experience in all computer related aspects of the Civil Engineering and Geographic Information Systems industries. He has extensive management and technical experience in four main areas, including Geographic Information Systems, Information Technology, Computer Visualization, and Computer Drafting and Design. He is responsible for the management and quality control for all corporate projects within these areas. Mr. Garber makes all decisions regarding operations, contracts, clients, and is responsible for corporate development of the Hillsborough Office. He is also responsible for the oversight and quality control of all engineering and surveying related projects, including client relations.
Allen B. Mason, P.E., Senior Vice President
Mr. Mason is a Senior Vice President and Board of Directors Member, as well as the Manager of the Authority/Municipal Services Department. He has more than 25 years of engineering experience and began with Carroll Engineering in 1997 as a project manager. Mr. Mason supervises and directs the staff activities within the Authority/Municipal Services Department. He is responsible for all work performed by the Department for Municipal, Water and Sewer Authorities and private clients. He supervises and directs an engineering staff that provides planning, design and construction phase services on projects for all types of public works projects.
Joel H. Ardman, Vice President
Mr. Ardman is a Vice President and Manager of the Sales and Marketing Department. He began at Carroll Engineering in 2005 as a Business Development Specialist and has more than 25 years of experience in the consulting engineering field. His responsibilities include bringing new business opportunities into the company, obtaining new municipal and authority clients, maintaining relationships with existing clients, as well as acquiring projects within the public and private sector. Mr. Ardman is also responsible for strategic planning and the overall marketing of the company. He oversees the sales and marketing efforts with respect to preparing and submitting proposals and qualification packages. Mr. Ardman also manages the marketing budget, company advertising, corporate sponsorship events and attendance at various functions.
John A. Swenson, P.E., Vice President
Mr. Swenson is a Vice President and an Account Manager in the Authority/Municipal Services Department. He has been with Carroll Engineering since 1987 and has experience in all aspects of civil engineering, including availability of service, design reviews, hydraulic analysis, computer modeling, infiltration and inflow investigations, Act 537 Planning, permitting, capital projects engineering design, construction administration, budget reviews, economic impact studies and fiscal analyses. He is currently an account manager for Carroll Engineering’s Authority-Municipal Department, and represents Bucks County Water and Sewer Authority and Langhorne Manor Borough Sewer System. Mr. Swenson has experience in the hydrologic and hydraulic analysis of rivers and streams, including the design of culverts, bridges, dams and stormwater facilities.
Alberto Vennettilli, P.E., Vice President
Mr. Vennettilli is a Vice President and the Office Manager of the King of Prussia, PA and Malvern, PA offices. He began with Carroll Engineering in 2007 and is responsible for all work performed by the offices for municipal and private clients. Mr. Vennettilli has over 25 years of experience in the civil engineering field in both the public and private sector. His experience includes planning, design and construction administration services on projects for storm water management, water distribution and wastewater collection and treatment, review of new land developments, construction administration, and oversight of inspection services. He is also responsible for client liaison, quality control, and project budgeting. Mr. Vennettilli provides municipal representation as well as project management on large scale projects and small projects.
